As long as no one gets hurt and no laws are broken, then its fine

It all depends on the circumstances. If it is something dangerous, like say putting baby oil on the floor and then pulling a fire alarm, that is very dangerous and someone could get seriously hurt. If it is harmless like putting post-it notes on the wall, then it is fine. Asking a blanket question like that is not really fair to the situation though.
