Yes. The woman was not aware of a dress code and was dressed comfortably for local weather.
No. If I thought she looked vulgar I would speak up, too.
An early-morning flight is not a fashion show. It's a long trip in an uncomfortable airplane. Give her a pillow and leave her alone.
Maybe the employee could have been less judgemental.
