    I believe that President Cleveland put Dr. Williams in charge of Freedman's hospital in D.C. to improve the deplorable conditions and death rate. He instituted hand washing, and the infant and maternal death rate dropped a lot. I was born at Freedman's in 1960 while my dad was a grad student at Howard.
