What would help small communities recruit volunteer firefighters?

Better equipment for small departments would be a good start.

Departments need to find new ways of providing perks.

Volunteering needs to be less of a time commitment.

I don't think there's much you can do. Like all volunteer organizations, fire departments are suffering as people get busier.
