Would more permissive split-sleeper-period rules allow drivers to get better rest?

The driver behind the wheel knows when he is tired, rather than someone with too much time on their hands to make an over zealous decision about an area they know nothing about. I have started driving and after a couple of hours I got sleepy and sometimes I feel good enough to go all the way. It depends on what has happened to that driver that day. Did he drive in rsin or snow all day, has he/she had to spend a lot of time heavy traffic or waiting at a shipper/receiver all day waiting. There are a multitude of variables that effect the driver that that some blithering idiot has no knowledge and does not affect them. They may be well meaning, but have no understanding, or first hand knowledge of what is going on in a particular driver at that moment. It's likr a democrat trying to understand the constitution or spending cuts, they just do not get it.
