What should the city do if proposed changes to garbage collection don't pass?
Keep the property tax cut and let residents contract for their own garbage collection (at a cost of about $300 per household).
Raise the property tax rate to $11.14 and keep things the way they are with ARC.
Taxes may go up, but also cut positions in police, fire and other services
