Yes. That was the deal when they went with Dallara. The owners don't have to buy them.

I'm not sure. The DW12 has costs a lot more than anticipated, as well as the spare parts. Some owners really can't afford the additional expense.

No. The owners should have control over what costs they have to endure. There are more important matters that need dealing with.
