Doctor and Rose. I'm sorry. Desmond and Penny are great, but...

Definitely the Doctor and Rose! She returned to save him more than once, destroyed an entire fleet of Daleks to keep her Doctor safe. He told the beast in the satan pit that if he believed in anything, just one thing, it was her (Rose). Then even after they got separated by the void, he did everything he could to at least say goodbye to her (neither of them knowing that they'd be reunited once more).
Nothing can beat their love. If you need any more convincing just watch "The Stolen Earth" and "Journey's End".
That's not a hard choice at all! I mean, I LOVE Desmond and Penny...but come on! "I'm burning up a sun just to say goodbye." I'm crying just thinking about it!!!
