What do you think of police handing out a seatbelt ticket to an armless man?

Let's say someone assists him with a seat belt, how does he get it off at his destination? How does he get it off if his vehicle starts on fire? If his truck falls into a body of water? He is, in this circumstance, safer without the seat belt than with one. He is putting no one in potential harm but himself.

He has been given a break every time he was pulled over in the past - the free ride had to end at some point. Surely he knew the rules and just didn't want the hassle of trying to use one.

Seat belts are even more important for this mans own protection and that of others. He could not brace himself in even the most minor collision or severe braking situation. I sympathize with the mans hardship but he needs some form of restraint while driving for everyone's safety.
