A lot of the law breaking that occurs is due to the lack of police presence in Woodhaven. There should be more police presence in Woodhaven.

While paying taxes is important, there are other requirements to be able to cast a vote in this country. You should study and learn the history and laws of the country in which you wish to be able to participate in an election. By studying and learning the laws you become aware of what is expected of you, it's like saying that if you pay the fee to drive, you don't have to pass the exam.
Citizenship needs to be taken seriously, not only does it come with privileges it also comes with responsibilities. Studying to become a citizen and becoming a citizen, swearing to uphold the laws of this country, making that sacrifice is indicative of how much you want to "belong" to this country and be able to vote for it's bylaws. In fact there are already many "citizens" who need to pay closer attention to what this country stands for; every time an elected official cheats the system, he/she cheats us all.
