Under what circumstances should drug-testing be made mandatory?

Never.

Only when someone is directly responsible for the lives of others (pilots, bus drivers, surgeons etc.)

At any workplace where employees could severely injure themselves or others if their judgment is impaired.

It should be up to the employer.

I'm not sure.
