Yes! It would be a great opportunity for him. I'm not a fan of Justin Bieber, but I LOVE the Fast and Furious series. Plus, Its the only best choice we've got for the movie. Just think of how the perspective and story of the movie will change. Don't think that I'm saying this because I'm fan girling. I'll say it again, I'm not fan of JB. No. No JB. He shouldn't be in it at all. They should not "replace" Paul Walker. With CGI and special effects, they could easily create a short clip to show him and his wife "getting out of the game" due to their new child. There should not be any attempt to bring a "replacement" actor in to fill his role.
A. It's disrespectful to Paul Walker, his character, the F&F series, and his fans. No petty comments saying that JB is gay. No stupid comments about him only having little girl fans. The fact is, he is an inexperienced actor and should not be given a leading role. He can have a small supporting role, if he really needs to be in it, but now is not the time for them to bring so much controversy to a series that is loved by so many. Paul Walkers death is already a serious blow, adding JB would just compound the loss of fans the series will undoubtably have. I for one have been following the series since it's earliest days, and would seriously be mad if it lost the support it needs to stay in production.

As if paul walkers death hasn't killed the series off already... with all do respect, he was the star role besides vin diesel. Putting justin as the star role is a disgrace to Paul's memory and series. The kid is a mainstream punk. Give justin a shot on a film like broke back mountain 2. He'd do good as the star role there.
