When Was Your Home Built?

About 4 years ago, August 2018, hurricane Florence hit my area near New Bern, NC. About 50 miles from the coast. We purchased and settled in our home one week before the hurricane hit. Lucky us. The home was built in 1898. Anyway our home had an complete interior remodel in 2013. The dining room wall that’s exposed to the south side of the house, I guess I’ll call that an exterior wall, don’t even know if that’s even the correct terminology. Anyway about a year and half after the hurricane the inside of the entire wall to me that the paint that’s being described in this article looks like alligatoring without no cracking and or I also could describe it as raised elevations on a 3-D road map, lots of hills and bumps. No cracks. Just a real thick paint on an original shipped lap wall. The wall never felt damp or smelled musty but it did get cold inside on the wall during the hurricane. It has never felt damp or smells as of yet and always stays bone dry.
Now my questions with concern. Do I need to inspect inside some of the wall to see if moisture is trapped inside? What would be your best advice on how to smooth the shipped lap wall so I can repaint. Last two questions. If I decide to DIY what kind of paint should I use? Finally I work in an operating room and haven’t had much experience on painting and or repairing walls that look like this, if you were me, would you consider hiring someone professionally and the other part of the question, would you think if I have a very reputable insurance company with no claims could they still be willing to cover this? Wow I know it was a mouthful. I appreciate your help and time. Please have a blessed and safe week.
