If they had not surrounded the SUV on all four sides, if the first one hurt hadn't gotten in front of the SUV and slowed to almost a stop, if the SUV driver hadn't called for help, if the thugs had had permission and followed safe driving on a highway, and if they weren't known to cause trouble, AND if they didn't have license plates that weren't theirs, then maybe the driver of the SUV would bear some responsibility, but as the facts have been presented so far, not ONE WHIT! In his place, I would have run over more of them to get my child out of there. He was right to be scared for all of their lives, no decent BIKER would have behaved that way.
