A cop is supposed to be ready for just about anything. If he suspected a carjacking was going to take place and drove off. Why didn't he return and either coordinate other responding units to make an arrest or detain the suspect at gun point until other officers arrived to assist him. There has to be something else to this story or Detroit needs a new Chief.

i think he could have at least found out what the guy was up to by letting him know that he was a police officer
at the least he could have got a probable criminal off the streets now the guy is free to terrorize someone else.
