Should every State keep a list of convicted animal abusers?

    No abandonment would be possible, if a bill were passed through Congress that made every animal whether via reputable breeders or rescues had GPS Trackers inbedded in every animal that traced back to owners or adopters.If a universal database that contained every name of every person as well as address that was obtainable for every state and jurisdiction there would be no abandoned animals. There would be no backyard breeders, because every breeder would have to register as well as insert GPS trackers into every dame,sire and offspring that was born and bred to that business.The added price for these new procedures will be passed on to the buyers or adopters. If purchased or adopted animal are sold or gave away, it would be the original owner or adopter's responsibility to get the original information changed to include the new owners information. if this was not done then if animal is abandoned abused or killed then said original owner would be prosecuted as GPS info would lead back to said original owner. I have offered this idea up to my Senator here where i am located and never contacted concerning it, so I assume that like the rest of the Government...job scared!

    There is a way to put a stop to all of the abuse and abandon that is running rampant in America. It is as simple as getting a law passed and put into place that requires all animals be chipped and have a universal database that is accessible to every state and every county. This chip would allow animals to be tracked and traced back to the owner that is registered to said pet. If any animal is given, sold or traded from the original owner it is both the previous owner and new owner's place to get all information changed over to reflect new owner's status. This would include all breeders and the extra cost for chips and registration would be passed along to buyer and the revenue would pay for the database over time. If that does not occur and the animal is abused abandoned or killed then the owner registered would be responsible and would face jail and prison terms as well as all fines. But people will have to put a movement to this idea via their congressmen,Senators and Governors. I have been attempting to get my senators and governors to be the first to do this and the rest of the states would fall in line behind them.This is not rocket science people, believe me if it were I would not have came up with it.

    There should be a registry for a number of important reasons. One, it's our responsibility, as guardians, to protect animals against abusers. A registry would flag offenders who should not be allowed access to another animal. Not only is this important for rescue groups and shelters it's also important when these organizations hire people. Secondly, we know that statistics bear out the fact that people who abuse animals are much more likely to commit violent crimes against people as well. A registry would give law enforcement officials more information when looking for suspects of such crimes.
