I reported a red colored Chow dog left alone in an abandoned house to my local humane society but they never responded (I called three times) and finally it was found dead. I also reported a horse left out in a field and not cared for and an agency took it away. It pays for everyone to get involved. When you know and do nothing, you are as guilty as those who do it. Think if it was you who was suffering.

I have spoken to the individual directly. Told them that I would report them if they did not change their behavior. They responded appropriately, I monitored the situation, and did not need to report them. It was a matter of keeping the pet outdoors in all sorts of bad weather. I believe it is best to deal with people in an up-front manner. If they are not willing to be educated and change their behavior, then they should be reported. If the situation involves an immediate threat the an animal's life, then it should always be reported and I would do so.
