What's the best solution for dealing with illegal drivers who each rack up tens of thousands of dollars in fines and refuse to pay?

Garnishee their wages and seize other assets

Put them to work! If they don't have money and there are no wages to seize, try a work program

Jail time sounds good; even if it will wind up costing taxpayers that much more, it's a deterrent

I don't think this is that big a deal; very few drivers are causing these problems
