What's the best way to encourage people from trashing items that could be recycled or composted?

Clear bags have worked well elsewhere.

Implement $2 paid bag tags. Hitting people in the wallet is the most effective.

Lower limit to four green trash bags.

Education campaign.

Keep things the same (six-bag limit). I should be able to throw out whatever I want to.
