The facilities ( Penitentsry, Diagnostic, HealthCare for the Homeless, Latrobe Homes, etc will cost billions, just to demolish and relocate; and the adjustment to Jones Falls. YThe current location is far enough from Hopkins and the border of the Jones Falls isolates Mount Vernon. Consideration for economic development for Baltimore City should concentrate on developing neighborhood nodes, I.e. Hampden. So with billions to demolish and relocation of the penal facilities, much more investment will be required for a mega business district as suggested.

An excellent suggestion, particularly when considered alongside the potential to convert the JFX into a boulevard when its useful life ends in 20 years. The second major opportunity is the relocation of the privately owned Post Office facility into a more efficient building
