Gov. Cuomo's budget plan includes a property tax freeze and a limited boost in school aid. Which should get the priority.

Property tax relief; we’re overburdened.

Providing more state aid for schools means districts need less property tax money.

Both are problematic. Can we trust schools to pass on the savings? And should Cuomo get to hand out a pre-election “rebate” check?
