Where should a new penitentiary be built?

Because of court appearances, it should be built close to the courts in St. John's

Harbour Grace was selected for a federal prison in 1988; it should be the choice now, too

Anywhere but the Avalon; this could be a big economic boost for a community

It doesn't matter to me, but I don't like seeing communities being pitted against each other
