I hated to vote for Dawn over Andrew, but I think she just made more of an impression on me. I don't have anything to say about Andrew, but I can't bring myself to care about him, even in a bad way.

This poll and the "favorite scooby" poll is kind of hard to do because in my eyes, there are only 4 scoobies. The rest are people that tag along because of another one of the scoobies. Scooby was a term that was depicted to acknowledge Buffy's "groupies". That includes only Willow and Xander. Buffy and Giles are not scoobies themselves as they HAVE to be there, they don't chose to be. The only people I could see a fine line between being a scooby or not are Anya, Dawn, Oz, and Cordelia. Faith and Spike would probably kill you for putting them in the "scooby" category and the rest just don't belong there. They were only there because one of the others were there. Wesley never really got the scooby mentality and never seemed to want to cooperate with the group. When he did cooperate, he left; nuff said. Jenny was only there because of Giles' interest in her. The fact that she was a Pagan witch was just a bonus. If Giles had not had an interest in her, she wouldn't have lasted more than one or maybe two episodes. Riley was initiative, not scooby. The only reason he was with the group (and he was pushed out many times mentally) was because of Buffy. Cordelia was constantly saying how lame they all were and even she said she wouldn't have even given Xander a second thought if it hadn't been for Buffy. Andrew, Kennedy, and Robin just don't belong as a scooby because in my opinion, you can only hit that "on the fence stage" that Anya, Tara, and the others hit if you are there for at least two seasons.

Based on your list, though, I chose Cordelia as my least favorite only because she was the one that complained the most about being there all the time.
