No need to change the game. A shot clock would favor the team with the high power offense and hurt a team that works together really well on defense. Ironically, it was the offensive team that deployed the stall tactic. My belief is that Hopkins did so because they had trouble with the Shakopee defense and feared they might not get a good shot and turn the ball over.
