There is no opting out. Some one from the Poughkeepsie Journal should read the New York State Education Department documents on this. In a January 2013 memo to school superintendents, the most recent directions that I am aware of, Steven Katz, the NYSED Director of State Assessment addressed this issue as follows:
"With the exception of certain areas in which parental consent is required, such as Committee on Special Education (CSE) evaluations for students with disabilities and certain federally-funded surveys and analyses specified under the federal protection of Pupil Rights Amendment (see 20 U.S.C. 1232h), there is no provision in statute or regulation allowing parents to opt their children out of state tests."

Please stop referring to our state testing refusal as "opting out." There is no provision in NYS Ed Law for "opting out." Testing is mandatory. Our decision is much more hard thought than just opting out. We, as concerned parents, are refusing to allow our children take the exams. Our children will not become unwitting guinea pigs for big business and big government.
