Yes -- The only way to eliminate cash-cow parking lots is to create a financial disincentive
Yes -- Given tricky financing, reinvesting parking-lot tax dollars into projects on those lots is smart
No -- Portland should offer incentives, not create new taxes on business owners
No -- The taxes will just be passed on to consumers, driving up parking prices in a part of town that can't handle it
