Will A Free Agent Accept A Qualifying Offer Next Winter?

If MLB keeps the current set up on the qualifying offer I think a team should only be able to do it one time to that player. Making the player a free agent after the additional year. It also gives the current team another shot at extending him. I would like to see teams allowed only 1 qualifying offer per year. I know Selig is in the owners corner on most issues but this rule has hurt several players and teams. This is a bad rule because next year it forces players to accept the offer or risk being out of work.
