In my humble considered opinion the "dock floating" mooring idea is frought with unintended consequences that further enable the controlling party to the Newport Harbor mooring tidelands access, to ultimately do what appears to be the City's objective in all this. That being to rid Newport Harbor tidelands of all the moorings, therefore allowing the conservators of the tidelands constituting Newport Harbor the ability to legitimize the eradication of what city leaders appear to be a blight on the harbor. Time and time again it has been opined by one politician or another, under one guise or another, to limit access to our tidelands, owned by all California tax payers, by imposing onerous requirements and fees designed to discourage a sailor in Anaheim, Westminster, Corona or Buena Park, from even considering their dream of having an ocean going vessel to satisfy their desire to interact with the sea.
