Should New Orleans tour guide licensing rules stand, fall or change?
They should fall because imposing such pre-requirements for talking about history or folklore violates free speech.
They should remain because they ensure safety and professionalism among people who represent the city to visitors.
It hardly matters: Rules like this are ineffective anyway.
We need rules to protect the quality and reputation of our tourism industry, but aspects of the existing rules need improvement.
