    It depends on who owns the mineral rights. To the best of my knowledge, most of the mineral rights are owned by the energy oil and gas companies. That's why it will be tough to ban fracking altogether.

    Banning fracking is like asking the Colombians to stop making cocaine. You have to stop the "demand" side.
    Local communities can ban fracking only if they ban all petroleum products and fossil fuels. No gasoline, no diesel, no natural gas, no propane, no power generated using fossil fuels, no plastics made from petroleum, nothing from fossil fuels should be allowed within their borders. All cars, delivery trucks, trains and planes would be required to stay outside the border and transfer to solar powered transportation.
    They don't want fracking but then they use all the products from petroleum. Hypocrites!
