Is reducing the value of penalty goals the right move?

    Yes, reduce the penalty to 2 points, however I think increasing the conversion to 3 points is a mistake. 8 points is far too many from a single play. All in all it should be a step in the right direction

    The 2 point penalty and 3 point conversion is a good more, but will be counter productive in the "danger zone" . Defending teams inside their 22m now have more incentive to concede penalties, rather than tries. Easily fixed by making a penalty inside a defending team 22m area, worth 4 points.

    I think yes 2 points for a penalty outside the 22, 1 point for shots 40m out or more. Inside the 22 it should remain 3 points... It means teams would be proactive in attempting to score tries as kicking penalties from near half way don't give teams much, but also stops teams from infringing constantly inside the 22.
