Tearing down the team to it's basic is not difficult. Identifying and developing the players will be the hard part. This strategy is only the first part of the plan. The jury is still out on how well they are identifying players.

You simply can't win in the NBA without top stars on your roster.
The injured players that fell to the Sixers happened to be the choices they had with best chance of becoming Stars.
This was not something they could control so tanking to this level could not have actually been entirely planned.

@Shane - OKC may not have won a championship, but they are closer than the Sixers have been in quite a long time. OKC is definitely not considered mediocre. But they are an elite team that at least has a chance. BTW if Cleveland wins it all, they can be considered in this category too. Since LeBron left, they started compiling assets (3 out 4 #1 picks are considered assets). They had enough of those assets to bring him back and trade for another one. You don't do that with mediocrity.

Ask yourself this, what was the last team to go down this path and actually win a championship. Closest I can think of is okc and they lucked out and drafted the second best player in the league and it still hasn't been enough.
