The final part of the raid is level 28. This makes a HUGE difference when it comes to damage dealt and damage taken. I would recommend everyone in your Raid Fireteam to be at least level 27. It doesn't help much with Damage dealt, but the protection varies greatly between level 25 and 27, and really makes a difference when it comes to soaking up those devastating blows from exploding Harpies and enraged Praetorians.
