Should Private "Security Guides" be Hired to Control Aggressive Panhandlers on State Street?

I don't think the image of uniformed and maybe armed police types patrolling our streets would be an improvement.
If hired, who would pay these "security guides"? Who would train these guides?
Dealing with the variety of "street people" would require extensive training. Many have serious mental problems, some alcoholics, some simply homeless and need money.
You should not just hire some minimally trained guys with clubs to go out to control the panhandling
What are these "guides" supposed to do, go out club them and drag them to different street, talk tough?
There is a need for personnel well trained in the needs of these people. Helping these people is in our own best interest.
