I strongly believe it should be at home first. Respect for a dog needs to be taught before school of any kind begins & @ school also even if parents have educated their children already. A toddler or child can grab & pinch a dog in an instant, resulting in a bark (which can result in a bite because of the proximity of the dog & toddler), or an actual bite. Ever child should be taught to ASK before touching a dog--long before school starts.
