Dr. Apgar is correct. However, observing our Governor/legislature reveals that most proposals have not had the benefit of solid actuarial analysis and their tax implications. Behaviors seem to follow the "feel good about myself" narcissism in defiance of all the negative implications/facts. When will pragmatism ever balance this irrational behavior? Unlikely in California.

I think that having a discussion regarding how this would be financed and what the potential impact would be on other areas of the state and local expenditures is critical in order to allow one to be able to make an informed decision.
