Should Congress focus on Keystone XL, or fixing U.S. roads and bridges?

Your editorial is way off base. What has one have to do with the other. The pipeline is a no brainer. It will not cost taxpayers a dime. It is a minor issue made into a major one by the white house. Approval is needed of the State Department only because it will cross an international border. This makes it an international political matter and since we are on excellent terms with Canada and there is no political issue with Canada it should be approved. Environmental problems with Nebraska have been solved and there is no reason for the holdup other than the President's passion that the use of oil as well as coal must be curtailed. On the other hand infrastructure maintenance and repair should not be neglected. To couple the two in the manner set forth in the editorial is disingenuous.
