With a "one for all, all for one" approach Canadian laws as it is now you must have a 50%+1 in every province. One voter in one province can stop the whole thing. US law say you need a 50%=1 in the area of every soon to be state.
On the other hand I think it be best to have all the provinces join at the same time, after all many of the voters may well be happy join the US if all of Canada is going too but not if it's one or a few of the provinces. A kind "If I'd known that my family in next provinces was not coming too I'd have never voted for it."
