It will be expensive, But it is more expensive to maintain people on welfare that could work, or just use the system, let alone someone using drugs.

How about screening every recipient of state and/or federal benefits? Not enough screeners...

It's too expensive and a waste of time. Gov. Rick Scott did it in Florida and found out that 1 in 1000 were drug users. Of course his brother also owned the drug company that did the testing.
