Should we negotiate with terrorists or send in ground troops?

'Fighting back' sounds patriotic; however, I am not sure if that is enough to get out of this lasting too long situation of a conflict. If we need to fight back that means we need to send troops in Syria and there is a slim chance all of these people to be come back alive. That's way I think negotiations need to be the only way of solving the conflict. I understand the fact that it would be hard to negotiate with ISIS and they won't stop the conflict just like that. But if we try to put ourselves in their shoes, these people are just trying to protect their land and their people so it's not just their fault, someone else should be involved as well. It is true that they crossed some lines by killing numerous people randomly but the rest of the world (mainly the Americans) put them in them in this situation by trying to get something which belongs to this 'gangs' as the British Government called them. However, sticking to the point, I think the first step which should be taken is negotiating with the 'terrorists' rather than sending more troops and we cannot even be sure that tactic will be effective and end the conflict.
