I'm unsure on what the current method of reporting a drug dealer is – other than calling the police. But seems like the police actually have to catch a crime in progress to do much about the situation. Certainly they could watch the suspected dealer until they do commit a crime (but is there enough time, money, resources, man-power to to that?). On the other hand, let's say they do catch the dealer (from the phone call you made while watching the drug deal happen), what sort of protection is there when you receive a subpoena, go to court, and testify to what you saw (but, for whatever reason, the dealer goes free)... then what? Who protects you then?
