If this ass hole would do that to his dog, I'm surprised he didn't have his kids in the vehicle as well. Criminal Justice should make sure this guy is put away where he can't hurt anyone or thing again. He has no regard for others and needs to be taught a lesson.

What was he doing on the ice in the first place? He obviously has no regard for rules or laws. He deserves what he has coming to him.
True, what he did was wrong and really stupid, but it wasn't intentional.
