Are parents being neglectful if they allow children under the age of 13 to walk home alone from parks or school?
No. Parents are the best judges of what is safe for their children to do.
Yes. There are many dangers in society and parents need to be held to account.
This crosses the line as to what governments at any level need to be involved in.
