Yes, it is offensive, and Yes, it is free speech. The correct response is to cross out "Chinese Driver" and replace it with "racist asshole" if it is on a car driven by a non-Chinese person. If it is on a car driven by a Chinese person, it is his free speech, and clearly a joke.

A lot of typos. What I meant to say is that offensive and promoting racism are two different things. For example, if I make a racist joke about African people to a group of Caucasians, they may not be offended. But I still shouldn't do it, because once I start it, all of the members in the group is going to do it.

This is offensive only if Chinese find it offensive. Not if you ask is this promoting racism, that is a case for everyone. Even if it is a joke and people do not find this offensive, this should be brought down. It is these small jokes that promote the spread of racism in the first place.

I'm a Chinese-Canadian, born and raised right here in Canada. I enjoy great jokes, and even horrible ones. But I find it offensive. And I think anyone (especially those who are of Chinese heritage) who don't find it offensive miss the damaging stereotypes that it reinforces. It's a big step backwards.
I'd find it equally offensive if decals for any other visible minority were created for other similar "jokes".
But on the other-hand, an "AB" decal for Alberta drivers...
