This is another example of Baltimore wanting to hurt business. Restaurants are inspected. Either they are safe or they are not. The rating system is a joke. Who is going to monitor the thousands of food outlets in Baltimore to make sure they are posting the correct rating? The city should work on important issues, not create make work, bureaucratic nonsense!
