Should a parent be notified before their child is arrested?

The 16 year old child was "detained" by the police at police HQ because he broke the law. 1. He was out past curfew, and 2. He was participating in underaged drinking. I'm sure the mother was called after they arrived at the Station and the son was released to her a soon as they finished the paper work. However, the mother should also be issued a ticket for not maintaining control of her minor child. Instead, she is trying to make this incident the fault of the police. "Look what the nasty cop did to my child". She refuses to admit that her son broke the law and that she failed to maintain proper control over her minor child. If it was my child he would be grounded for a month and I would be thanking the cops for getting my intoxicated child off the street and back to me safely. They both should be required to pay a fine and do 20 hours of community service side by side.

And finally, KSNT should not be doing all they can to blow this out of proportion in an attempt to create another Ferguson, Mo. event. Your job is to report the local news. Your are not tasked with stirring up animosity between the local police and citizens in Marysville, Mo. (a berg of about 3000 people 60 miles north of KC, Mo.). I believe a lot of us in Kansas are beginning to grow quite weary of your left leaning news delivery.

if the officer could smell alcohol on him then that would be enough probable cause. Then when he refused the breathalyzer that is a good cause to take him to jail for refusal of testing. I would want the officer to take my son to jail and get it straight and keep him from driving while intoxicated.

There is NOT enough to respond because it depends on the age of the child, the nature of the crime, and the immediate tenure of the arrest. By that I mean, some arrests are not a case of "delay" of the arrest, such as felonies.
THe parents would be notified of course before they are interrogated
