SharePoint Foundation is often how companies get started with SharePoint. Being free with their Window's OS, its easy to convince someone to install it and give it a try, perhaps in a pilot or trial project. Once they see what it can do, it often leads to a larger SharePoint implementation, with the full Enterprise version in order to enable advanced features.
Taking away this entry level option is not, IMHO, a good idea.
