    I am John Eckberg. As a director at the world's largest family owned medical device company, Cook Medical, I have a conflict of interest but that doesn't mean I'm wrong. This tax has been the best economic development strategy possible for Costa Rica, Ireland, the UK and Mexico. Tens of thousands of jobs have been scuttled or not created because this tax, when the amount is applied to earnings, is a 30 percent surcharge. Base tax rates that are high in the U.S. can be avoided by shifting production, headquarters and R&D to no-tax zones in low-tax nations like Costa Rica.
