Oh, yes you can too blame the parents for their children acting like selfish, uncivilized animals! This KID is 17-years-old - why was he at a party so late at night? Why weren't his parents concerned about where he was at 2 in the morning? Because the father (if anyone even knows who that is) is probably in prison after knocking up multiple "babymamas" who are as irresponsible and lazy as he is. When underaged kids pull a handicapped person out of a scooter and trash a store, you're darn tootin' the parents are to blame!

You cannot blame the parents for the way kids act. Like the captured offender said the plan was hatched at a party. The group can be called a mob. Mob brutality. It happens a lot around inner cities. Riots on both the East and West coast,businesses robbed and burned an it comes from mostly the African Americans. I saw a video on you tube recently where a young teenager was caught stealing a wallet,the man is black,he caught the kid. He said choose either jail or a spanking. The kid choose the belt. The man beat that butt until the kid learned this lesson. To the man I applaud your choice of punishment. Laws have changed. People have changed. He is lucky that the man intervened,the kid would be in jail and we all know nothing good will come from a kid placed in jail. Just saying!

When you have people growing up who everything is already made for and were not taught the essen of respect and regard for elders. Simply when most of these kids do not have a disciplined father to inform them of the purpose of their existence. The society is getting ready to pay hugely for an army of irresponsible young men, if nothing is done quickly to engage their raw mind and energy in a positive direction. The prisons are not the answer...
Black youth have that problem mainly because of lack of disapline.so my vote is the police..if u chastise a parent for chastiseing there child..we scared of our children because of that..plus the police killing them
