Yes; two-year education should be free to all students who work hard, regardless of their ability to pay.
No; without skin in the game, students will not appreciate the opportunity. Look at MOOCs!
Maybe; colleges need to be better-funded if they are expected to serve greater numbers of students who may be less prepared.
